Cop killings should be regarded as high treason - Mahlobo

 Killing police officers should be regarded as high treason, said State Security Minister David Mahlobo on Sunday.

"We are sponsoring a declaration that says hands off the police or else you will face the wrath of the people and the government," said Mahlobo, who sits on the peace and stability subcommittee.

Chairperson of the subcommittee Defence Minister Nosiviwe Mapisa-Nqakula said delegates at the ANC National General Council raised concerns about resourcing at police stations.

"They said the police should receive training in drafting or writing dockets and preparing cases so that they present winnable cases in court."

As the country prepares for the 2016 elections, Mapisa-Nqakula said the government is anticipating an increase in service delivery protests.

"Last year we suddenly saw a couple of areas burning and we have agreed... that we are going to make sure that there is police visibility."

She said officers would be properly trained to manage and control crowds.

A suggestion was made to establish a rotation system for the police.

"You find that you grow up in a particular area, you know the people and you work there. At times this has led to a situation where the police are not objective in the manner in which they conduct their investigations.

"At times there is no guarantee that the police will be impartial in the manner in which they conduct their investigation.

"We then agreed that perhaps we [should] rotate the police so that the person is not stationed in one area for a long time because this is creating a problem."

Mapisa-Nqakula said policing was a national competency and the government was beginning to see a trend in which some of the Metro Police in provinces were not trained properly.

"We have no problem with Metro Police officers being trained in [different provinces] but we need a standardised and uniform approach for all police.

"You can’t have one Metro Police [officer] in one province operating one way and another in different province acting in another [way]," she said.
