DA requests Public Protector to investigate R125 000 allegedly abused in ECape municipality

The Democratic Alliance (DA) says it has written to the office of the Public Protector requesting an investigation into how the African National Congress (ANC) in the Inxuba Yethemba Municipality misused municipal funds by paying R45 000 towards the transportation of 60 ANC supporters in order for them to attend the 'January 8 Statement' at Orlando Stadium in Johannesburg.

Inxuba Yethemba Municipality is situated west of Chris Hani District Municipality consists of the towns of Cradock and Middleburg.

"For the same trip to Johannesburg, a luxury vehicle, Toyota Fortuner, was hired to transport the Chief Whip of Inxuba Yethemba Municipal Council, Councillor Thembisile Bobo, and five other ANC members at a cost of R8 200," described Monde Desha the DA's Caucus Leader in Inxuba Yethemba Municipality.

"A week later, they paid the same service provider R72 000 to transport 180 ANC supporters to attend the Provincial Roadshow in Mthatha, on the 15th of January 15.

"The trips were, ironically, motivated by the Executive Mayor Ray Shweni on behalf of the ANC executive as study trips “for councillors and ward committee members to learn good Governance and Stakeholder engagement”, while the Municipality is currently experiencing financial distress owing creditors R52.9 million as at 30 June 2016."

Desha said that the Public Protector in a report, being report No: 12 of 2008/2009 dated 4 August 2008, determined that neither the constitution nor the Municipal Finance Management Act permits a Municipality to donate public funds to political parties for any purpose.

"Service delivery has come to an almost complete halt in Inxuba Yethemba Municipality due to poor cash flow and severe pressure to pay creditors, while, the Auditor General has just issued the fourth disclaimer in a row," he said. 

"We will not sit back and allow money meant for much-needed infrastructure and service delivery to be wasted because of the ANC’s greed and corruption."
