Greater Happy Valley another priority project

NOVEMBER 25, 2014

One of the other priority projects identified by the Human Settlements Directorate focuses on the Greater Happy Valley Precinct that has been given the project name “Social Housing Summerstrand”.

The project that involves the construction of 1 681 social / rental housing units will be on four parcels of land totalling 19.97 hectares. The report by the directorate to the Human Settlements Committee this morning points out that the sale of the land was approved by Council five years ago for affordable housing.

It says that the envisaged development did not go ahead, adding that the land is now “potentially available for new proposal calls subject to legal audit. It notes that a full environmental impact assessment and the township establishment processes will unfold after the call for expressions of interest has been completed, adding that a total cost of R571.5 million is attached to the project.

Also included among the priority human settlements projects is the Helenvale Urban Renewal Programme, where land has been identified that will accommodate over 3 000 households.

They will be housed in new units adjacent to Helenvale and in upgraded pre-and post-1994 existing units within Helenvale. The report says that the approximately 58 321 units will cost R885 million. The total cost of all six mega projects, another of which is Fairview West, is R14.97 billion.

Looking at the way forward, the report says there is a need for City Manager Mpilo Mbambisa to be authorised to submit the Business Plan for Mega Projects to the National Department of Human Settlements. - metrominutes
