Mount Croix and Walmer Heights could be next in line to become an SRA

Mount Croix and Walmer heights could be next in line for the establishment of a Special Rating Area (SRA).

Mandela Bay Development Agency (MBDA) Operations Manager Mcebisi Ncalu confirmed this morning that interest had been expressed by people in both areas, as well as Redhouse.

Richmond Hill is the only SRA to have been established so far in Port Elizabeth and is also the first in the Eastern Cape.

An SRA is an area where the majority of property owners vote in favour of paying a small additional amount of rates in order to top up security and cleansing services.

With regard to Richmond Hill, Ncalu said that one outstanding issue was the signing of an agreement between the municipality and Section 21 Company set up by Richmond Hill property owners for the transfer of the additional rates that would be collected.

He explained that an agreement had been drafted and submitted to the municipality for approval by City Manager Mpilo Mbambisa.

Ncalu said there had been interest in the possibility of establishing an SRA in Mount Croix and Walmer Heights.

He stressed, however, that the process was at an early stage and no area had as yet been designated.

Before an SRA can be established a majority of all property owners in the designated area must indicate in writing that they are in favour of the proposal.

This is a lengthy process.

The time taken will depend to some extent on the number of owners who reside in their properties or live in PE.

The SRA Policy has already been approved by Council and a public participation process conducted across the metro.
