Nelson Mandela Bay’s first Special Rating Area (SRA) being implemented in Richmond Hill


Property owners in Richmond Hill, the first Special Rating Area (SRA) in Nelson Mandela Bay started paying a small additional levy on their rates at the start of last month, Mandela Bay Development Agency Operations Manager Mcebisi Ncalu said this morning.

The boundaries of the Richmond Hill SRA are Govan Mbeki, Russell Road, Westbourne and Albany roads.

Ncalu explained that once sufficient funds had been collected over about three months the SRA would be fully operational.

An SRA is a demarcated area where property owners agree to pay a small additional levy on their rates with the funds used to provide a top-up cleaning and security service.

A Section 21 company is formed that administers the funds that are collected by Budget and Treasury as part of nor-mal rates payments and then transferred , with the company able to decide how the funds will be spent for the benefit of property owners.

A majority of property owners within the demarcated areas must agree to it being declared an SRA with the business plan for the area being approved by Council.

Ncalu said there was also interest in the establishment of an SRA in Central with the suggested boundaries, that must still be approved, Russell Road, Rink Street, Brickmakerskloof and Strand Street, adding that one public meeting on the proposal had already been held.

There are approximately 1 500 property owners in the proposed area, Ncalu saying that another public participation meeting on the proposal was being planned.

Ncalu said there was also interest from property owners in Walmer Heights where a meeting had also been held, as well as Redhouse and Mount Croix where a residents association had al-ready been formed.

Council has already adopted the SRA Policy for the whole of Nelson Mandela Bay but the various areas will still have to secure the written support of the majority of property owners and then submit a business plan for approval. - MetroMinutes.
