NMB to proceed with the development of student accommodation policy

The municipality is to press ahead with the development of a student accommodation policy that will apply to all areas of the metro. A report to Council says that one of the objectives of developing the policy will be to “set out guidelines that will enable the assessment of land use management applications”.

In addition, it will also define the parameters in order “to improve conditions related to health, safety and transportation”.

It says the aim will also be to “maintain a balance between accommodating students in residential areas without negatively affecting surrounding owners and students alike”.

Further, it will provide guidelines for all role-players with regard to the municipality's “requirements” for student accommodation.

The report from Mayor Ben Fihla says that a study that will form part of policy development will mainly focus on the Summerstrand area “from which numerous illegal student accommodation establishments are reported,” adding that it is recognised that other areas such as Central are also affected.

The report says non-residence accommodation has resulted in a number of challenges most of which are associated with social gatherings at these premises.

Fihla recommends that Council should endorse his recommendation that Human Settlements should proceed with the development of the policy. - metrominutes
