Process Of Assigning Housing Function To Mandela Bay Being Reviewed

The process of assigning the housing function to Nelson Mandela Bay and five other metros was “being reviewed,” Finance Minister Nhlanhla Nene disclosed on Wednesday.

Nelson Mandela Bay and the other five metros are waiting to be assigned Level 3 Accreditation in terms of which they will assume full responsibility for all aspects of housing provision.

The Medium Term Budget Policy Statement tabled in Parliament by Nene yesterday, points out that the Municipal Human Settlements Capacity Grant was introduced in 2014/15 “to facilitate the development of capacity to manage human settlements programmes” in the six metros.

He said that while the process of assigning the function was being reviewed “strengthening the capacity of these cities to manage the built environment remains a priority.

“Allocations of this grant will be reduced and the structure and conditions of the grant amended to reflect these changes,” he said, adding that details would be announced in the 2015 Budget when it was presented in the first quarter of next year.

Nene also announced that the Public Transport Infrastructure Grant and Public Transport Network Grant that are allocated for integrated public transport systems (IPTS) would be merged into a single grant.

This, he said, would provide cities with “more flexibility in choosing public transport solutions”. -MetrroMinutes
