Sarah Baartman District Municipality achieves second consecutive Clean Audit

The Sarah Baartman District Municipality has achieved its 2nd consecutive clean audit, making it a model of clean administration.

The Auditor-General’s report covers crucial areas including financial management, compliance, governance and performance against pre-determined objectives. The Auditor-General has given the Municipality a clean bill of health in all these areas, with no non-compliance issues or material misstatements.

A very proud Executive Mayor, Khunjuzwa Eunice Kekana, commended all the hard work of the team behind this achievement.

“The Sarah Baartman District Municipality’s political and administrative environment is sound and measures are in place to provide adequate oversight. Effective internal controls and good governance is amongst our top priorities,” said Kekana.

The erstwhile Cacadu District Municipality achieved a noteworthy seven consecutive unqualified audit reports since the 2006/2007 financial year. The first clean audit was achieved in the 2013/2014 financial year.

The local economic development arm of the District Municipality, the Cacadu District Development Agency, led by Acting CEO Mlungisi Mvoko, also achieved an unqualified audit report for 2nd year of operation.

In an effort to raise the financial standing of local municipalities, the District Municipality initiated a capacity building programme three years ago. This multi-year programme has resulted in five of the local municipalities in the Sarah Baartman District also having achieved an unqualified audit opinion, namely Kouga, Camdeboo, Baviaans, Blue Crane Route and Koukamma.

“We are extremely proud of the achievement by these municipalities. It shows commitment to a clean administration and improving service delivery through sound financial management at the local level,” said Municipal Manager of the Sarah Baartman District Municipality, Ted Pillay.

Pillay also mentioned that, apart from long hours and hard work, the achievement is made possible through a longstanding institutional memory. Both Pillay and the Chief Financial Officer, Danie de Lange, have been occupying their positions from more than a decade. Recently, the Chief Financial Officer received a Lifetime Achievement Award from the Institute of Municipal Finance Officers (IMFO). IMFO is the recognized professional body for finance, audit, risk management, performance management and related professionals in the public sector.

The Institute was founded in 1929, and is dedicated to establishing and maintaining high standards of professionalism among practitioners by providing a framework for them to collectively enhance, maintain sustainable financial management and good governance in the management of public finances. IMFO has been in existence for 86 years.

The award is given to an individual who has made a significant contribution to IMFO and the Municipal Finance profession for the greater part of their professional career. De Lange published numerous articles in the IMFO Journal since 1983, with some of the most recent being about important matters such as the Public Administration Bill, irregular expenditure and its disclosure, the implementation of the Standards Chart of Accounts (SCOA), the responsibility of management in the review of internal controls, professionalizing Public Finance Management and regulations surrounding the appointment and conditions of employment of senior managers in the government sector.

Both the African National Congress (ANC) and the Democratic Alliance (DA) have congratulated the Municipality on achieving this distinction for the 2nd year in a row.
