SEZ regulations being finalised

NOVEMBER 21, 2014

The Department of Trade and Industry (DTI) is “currently finalising the Special Economic Zones (SEZ) regulations, which will thereafter be gazetted for public comment. Rural Development and Land Reform Minister Gugile Nkwinti, as chairman of the economic cluster of departments, said in a statement that the regulations would “facilitate the establishment of the SEZ Advisory Board”.

Both the Eastern Cape’s existing industrial development zones at Coega and East London will fall under the new SERZ regime once the regulation have been finalised as well as those for the transition period.

Nkwinti also said that since the publication of draft regulations on shale gas exploration “substantive inputs have been received from interested and affected stakeholders,” adding that the regulations to guide shale gas exploration were “at consultation stage”.

It was revealed earlier this week that the Department of Science and Technology (DST) has commissioned the Academy of Science of South Africa “to put together a panel of experts in defining the hydraulic fracturing research plan”.

Science and Technology Minister Naledi Pandor told the National Assembly in reply to a written question from Annelie Lotriet (DA), that the commissioned work consisted of a number of work packages.

These were looking at “various aspects of hydraulic fracturing in collaboration with other international experts”.

She told the Assembly that the work being carried out by the panel of experts “will provide a sense of technology challenges, recent advancements and recommend mitigating measures where gaps still exist”. - metrominutes
