Buffalo City Municipality ANC Councillor bunks all meetings since August 2016; DA wants her gone

The Democratic Alliance (DA) in the Buffalo City Metro on Monday said that it has written to Council Speaker, Alfred Mtsi, to immediately institute removal procedures for an African National Congress (ANC) Councillor,who has bunked every council meeting since the Local Government Elections of August 2016.

"The Ward 27 ANC councillor, Bhelekazi Mabandla, is recorded in all Council minutes as missing the meetings without a leave of absence," said Marion Mackley, a DA Councillor in the Buffalo City Metropolitan Municipality.

"In terms of the Municipal Structures Act 1998, Schedule 5, code of conduct of Councillors, a Councillor, who is absent from three or more consecutive meetings of a municipal council, must be removed from office as a Councillor.

"The DA has brought to the attention of the Speaker that councillor Mabandla attended the inauguration of councillors in the first Council meeting at the end of August, but then failed to attend council meetings for September, October and December 2016, and January 2017."

She said that without a Council Meeting in November 2016, Councillor Mabandla has missed four consecutive council meetings.

"It is high time that a stand is taken against ANC councillors who live off public money, while doing no work for their communities. The Speaker of BCM must act against councillor Mabandla, or be seen to condone this unlawful abuse of a council seat," said Mackley.

"Our communities deserve caring and hard-working councillors who deliver on promises.

"The DA believes that every councillor must pull his or her weight, while being paid by public money."
