DA says Noxolo Nqwazi appointed illegally as NMB acting City Manager

The Democratic Alliance (DA) in Nelson Mandela Bay says it will be writing to Executive Mayor, Mongameli Bobani, as well as the Speaker of Council, to insist that an urgent council meeting be held in order to deal with what it termed the illegal appointment of Ms Noxolo Nqwazi as Acting City Manager by the Nelson Mandela Bay Municipality Mayoral Committee.

Nqwazi was appointed after the resignation of Nolwandle Gqiba, who was appointed less than a month ago when Councillors moved to place Nelson Mandela Bay Municipality Municipal Manager on precautionary suspension.

Nqwazi and Gqiba were once vying for the position of Acting City Manager, which Gqiba was appointed.

"Section 54 A (1) of the Municipal Systems Act is very clear that only Council can appoint a municipal manager.

"The Municipality’s comments that Ms Nolwandle Gqiba resigned as Acting City Manager due to family responsibilities are blatantly untrue," said DA EC Provincial Leader and Premier Candidate, Nqaba Bhanga.

"Mayor Bobani and the Metro’s ANC-led coalition of corruption are fearful of any and all professional staff willing to fight the corruption that in the past brought the City to its knees.

"Mayor Bobani and his ANC cronies tried to force Ms Gqiba to bring back all suspended municipal officials, produce a list of contracts in all directorates and get rid of all acting executive directors and the acting chief financial officer, Mr. Jackson Ngcelwane."

Bhanga said that the this "NMB coalition of corruption" is also focussed on the Directorate for Public Health because of the illegal appointment of Milongani Eco Consultants during Mayor Bobani’s tenure as MMC for Public Health.

Municipal officials being silenced

"Mayor Bobani was allegedly involved in securing the contracting and irregular payment of Milongani. This company invoiced the municipality for millions of rands within two days of being appointed," Bhanga said.

"Two forensic investigations, implicating municipal officials and people involved with the contract with Mohlaleng Media in corrupt activities, are also being swept under the carpet.

"It has also come to our attention that an illegal outside structure, led by a local lawyer, is now instructing the Municipality on the panel that it must convene to deal with the suspension of Mr Johann Mettler as City Manager."

Bhanga said that the "silencing of municipal officials", who have been doing sterling work and showed dedication to fighting corruption, has now reached a point where their lives are being threatened.
