R159 200 AFCON spending regarded as “irrecoverable”

The “irregular expenditure” of R159 200 incurred by the municipality during the 2013 AFCON tournament should be “classified as a minor breach of procurement procedure and the money certified as irrecoverable”.

A report to the Municipal Public Ac-counts Committee says the money was paid for the use of facilities at schools for parking and the NMMU training field.

The report by MPAC’s sub-committee on irregular expenditure recommends that Municipal Manager Mpilo Mbambisa inform the MEC for Local Government and Traditional Affairs Fikile Xasa of the irregular expenditure and be included as a note to the financial statements.

In addition, it wants a full report from Sport, Recreation, Arts and Cultural Services in respect of the decisions made on the procurement.

The sub-committee has also recommended that an amount of just under R1.9 million incurred by Public Health should also be registered as irrecoverable.

Public Health had continued to pay various service providers for the transport and disposal of waste be-tween 2011 and 2012 after the expiry of their contracts.

The report from the sub-committee points out that the expenditure was not fruitless and wasteful as it was “essential to avoid health risks to affected residents”.

It notes that the officials responsible for the timeous renewal of the con-tracts had left the service of the municipality. - metrominutes
